Neighbor built fence super close to my yard, is this normal?

My neighbor just put up a new fence and it's like right on the edge of my backyard. I mean, I get wanting privacy and all, but it feels kinda cramped now. I thought there were supposed to be rules about how far back fences or structures need to be from property lines or something? Has anyone else had neighbors build stuff super close like this, and did you have to do anything about it?
