I ran into this when we built our place last year. We put in all the efficient stuff—dual flush toilets, low-flow showerheads, the works. The city’s “baseline” for our water use dropped so much after the first bill that the savings basically vanished. If you’re thinking about upgrades, I’d suggest checking if your city offers a fixed rebate up front. That way, you get something concrete for your investment, regardless of how they recalculate your usage later. Otherwise, it’s kind of a gamble... and not always worth it if you’re just looking at payback.
