I ran into this exact issue when I installed a rainwater collection system last year. The city had a rebate, but the paperwork was a nightmare and they wanted proof that felt almost impossible to provide. Ended up having to invite an inspector out just to confirm I wasn’t making it up. It’s kind of wild how much effort goes into proving you’re doing the right thing, but I get why they want checks in place. Still, it’d be nice if there was a simpler way for folks who are genuinely trying to make a difference.

I hear you on that. I've gone through the rebate maze a couple times, and honestly, the hoops can be a pain. What worked for me was keeping a folder with every bill and photo from day one—just in case they wanted proof. Not fun, but it saved headaches later. If cities just looked at water bills for before-and-after usage, it’d be so much simpler. Sometimes I wonder if they make it complicated on purpose so fewer people actually finish the process...
