Does lower U-value really make a noticeable difference?

I'm looking at replacing some windows in my house, and I've narrowed it down to two options. One has a U-value of around 0.25, and the other is closer to 0.30. The lower one is obviously pricier, but I'm wondering if that small difference actually makes a noticeable impact on comfort or energy bills. I mean, I get that lower numbers are better insulation-wise, but is it enough to justify spending extra cash?

My neighbor swears by the lower number windows, says his rooms feel warmer in winter and cooler in summer. But honestly, he's the type who'd convince himself anything expensive is automatically better, you know? I'm a bit skeptical. Has anyone here actually noticed a real-world difference between windows with slightly different U-values? Curious if it's worth the upgrade or if it's just marketing hype.
