Totally get what you mean about the paperwork being half the battle. I’ve seen a few cities try to roll out these water-saving rebates, but honestly, the process can get pretty tangled. I remember helping a client with a xeriscaping project in Santa Fe, and while the rebate was decent, the hoops we had to jump through were wild—multiple site visits, forms that felt like they were written in another language, and then waiting months for approval. By the end, it almost felt like they were hoping people would just give up.

That said, I’ve heard some smaller towns are getting better at this. There was a project in Tempe where they streamlined everything online—simple forms, quick approvals, and even a list of pre-approved contractors. It wasn’t perfect but way less painful than what I’ve seen elsewhere.

It’s kind of ironic—cities want us to use less water but sometimes make it so complicated that people just throw up their hands. If they really want participation, making things easy should be step one... not an afterthought.

That’s been my biggest frustration with these programs—the process is rarely user-friendly. I tried to get a rebate for low-flow toilets last year, and the paperwork was a maze. I get that they need to verify things, but it almost feels like they’re trying to weed people out. If cities want real results, they should focus on making the application as straightforward as possible. Even a simple checklist or video walkthrough would help a ton. Otherwise, folks like me just end up doing the math and deciding it’s not worth the hassle.

Yeah, I ran into the same headache when I tried to get a rebate for a smart irrigation controller. The hoops they make you jump through are wild. I get wanting to prevent fraud, but honestly, it almost cost more in time than the rebate was worth. If they streamlined it, way more people would actually bother.
