What should be included in a construction-loan fee comparison?

A low initial fee quote may not show the full cost if the financing involves a separate permanent-loan closing. How do you compare lender costs fairly between a one-time-close loan and a two-time-close loan without assuming every fee will be charged twice?

I’d ask for an itemized estimate showing origination, appraisal, inspection, title, and other closing charges, then clarify which items are lender fees and which are third-party costs. For a two-time-close loan, what’s the best way to confirm which charges may recur when the permanent loan closes or refinances, and which are specific to the original lender? Is there a useful way to compare the total financing cost while keeping those categories separate?
