How do you confirm the actual building envelope on a lot?

A lot’s total area doesn’t tell you how much of it can hold a house. Zoning setbacks limit where construction can go, while recorded utility or access easements may restrict certain uses even when the land is still part of the parcel. On a corner lot, setbacks along both street-facing sides can also leave a narrower envelope than expected.
Which documents or local officials are the best way to confirm the usable building area before deciding a design will fit? I’m especially interested in how builders account for easements and multiple street setbacks when laying out the house.
