Choosing between energy efficiency or water savings for green building points?

Trying to figure out which way to go for our new office build—focus more on energy efficiency (like HVAC upgrades, LED lighting, solar panels, etc.) or go all in on water conservation (low-flow fixtures, rainwater harvesting, drought-tolerant landscaping)? Both rack up points toward certification, but budget-wise we can only really push hard on one area. I’m leaning toward energy because it seems like the bigger long-term savings, but our area’s been hit with droughts lately and water’s not getting any cheaper either. Has anyone here picked one over the other? Did you regret it, or did it actually pay off? Curious if anyone’s run into unexpected headaches or happy surprises by going heavy on one side. Which would you prioritize and why?

That’s been my experience too—nobody cares about the low-flow toilets if their feet are cold. When we built, I focused on insulation and air sealing first, then looked at water stuff. Honestly, rainwater harvesting sounded cool but felt like a hassle to maintain. Has anyone actually found a system that’s easy to use and doesn’t need constant fiddling? Or is it just easier to stick with the basics and focus on comfort?
