What should I budget for whole-home energy monitoring in a new build?

I’m trying to set a realistic allowance for whole-home energy monitoring in a custom build. The plan includes heat pumps, EV charging, solar, battery storage, and electric water heating, so I’d like visibility into both total use and the biggest individual loads.

I’m comparing three approaches:

- A smart panel or panel-mounted whole-home monitor
- Circuit-level monitoring for selected loads
- Load-control hardware that can respond to demand, solar production, battery state, or time-of-use rates

For anyone who has priced or installed one of these systems, what would you budget for equipment, installation, commissioning, and configuration? I’m especially interested in how much more monitoring-plus-control costs compared with monitoring alone.

Which circuits have actually been worth monitoring individually? My initial list is HVAC, EV charging, water heating, cooking equipment, pool or spa equipment, solar and battery circuits, and other large resistance loads. I’m less sure whether monitoring smaller general-use circuits adds enough value to justify the extra hardware and setup.
